Sounds very similar to the Richard Pryor movie "Brewster's Millions" he had to spend 30 million in 30 days at the end of the 30-day period he couldn't own anything that he bought, except the shirt on his back. Couldn't give any of it away and he could not destroy anything that was inherently valuable. He could gamble 5% of it. It is very hard to do with such limitations on spending money. The hardest part of it is Brewster couldn't tell anybody why he was doing it.
