That Spinda evolution actually most likely got repurposed as Zangoose given its placement in the beta dex and the pokemon that closely follows it (a snake-like one that probably got repurposed into Seviper)

The spinda evolution makes it look like it was supposed to be a three stage ending with a split evolution between latios and latias.
