I tried everything you said but nothing worked. My solution was go to Device Manager, Bluetooth, and remove all driver controllers. Then Windows update to correct version for my PC. Now the Xbox One Controller appear immediately on Bluetooth search and I can add to PC.

I know this video is 2 years old now and some settings in steam changed. But I cannot find the preference settings and Xbox configuration support. I only have enable steam input for xbox controller and xbox extended feature support driver. What I am mising?
