16:20 It's actually quite interesting, what Rottytops said. She said she refused to work with Risky Boots, likely hearkening back to how Rottytops was convinced by the notorious pirate to betray Shantae at the end of Risky's Revenge, only to be betrayed herself (causing her to run off crying at the thought of having betrayed Shantae for nothing). It shows that she's quite bitter about the whole thing.

If you ask me, I think that it wasn't so much that Risky Boots broke her promise to Rottytops to give her Shantae's brains in exchange for selling her out, but that she convinced Rottytops to betray her best friend in the first place--something that Rottytops feels incredibly guilty about--that makes Rottytops so bitter towards Risky Boots. Risky Boots breaking her promise just compounded those feelings of guilt that Rottytops felt in that moment.

So of course Rottytops wouldn't want to work with Risky Boots. Not only would she get nothing out of working together with the pirate, she would be reminded of her guilt for betraying and hurting someone she deeply cares about. It's only by the grace of Shantae and Risky Boots calling a temporary truce to stop a common threat that Rottytops was even willing to work together with them to begin with.

That section at 10:05 was an absolute crap and I am happy that I decided to hit the web after about 5 fails. When a pointless and boring section of the game tries to extend itself even more by throwing you back to the start for every attempt to figure out a shitty and otherwise useless mechanic of this one level - it's an outright bad design.
