Treating Beehive's for Varroa Mites in late August with fogger and axolic acid.

Bought new fogger to treat my hives to get rid of varroa mites in the Fall season. The fogger is not putting out the amount of smoke/steam to properly treat the hives. Is it the alcohol I am using?
