Abortion Debate in North Carolina Senate; bill poised to pass state Senate

North Carolina Republicans’ proposal for a new 12-week abortion ban, which darted through the state House of Representatives Wednesday, underwent continued scrutiny and debate in the state Senate Thursday, as the bill appeared headed toward approval in the full legislature.
Senate lawmakers began debating the 46-page bill Thursday morning, less than two days after it was introduced. The GOP-controlled chamber is expected to pass it and send it to Democratic Gov. Roy Cooper, who says he'll veto the bill.
“This is a mainstream commonsense bill,” Republican Sen. Joyce Krawiec, a lead sponsor of the bill, said during he chamber's floor debate Thursday. “... This is a pro-life plan, not an abortion ban.” The measure cleared the House late Wednesday in a 71-46 party-line vote following a day of protests and complaints by Democrats, who said that the GOP’s fast-tracking of the bill circumvented the democratic process.
The bill is moving forward so quickly that numerous Senate lawmakers, including one of its main sponsors, appeared unfamiliar with all the details of the bill on Thursday.
During Thursday's debate, Democratic Sen. Jay Chaudhuri highlighted a number of rules the bill sets out for abortion and abortion providers. He asked Krawiec if they were new changes or already in current law. Krawiec, the Senate Health Committee chair and an author of the bill, answered several of his questions, but wasn't able to answer some of them.
“This is a 46-page bill,” Krawiec told Chaudhuri in response to one of his questions. “I read it yesterday, as you did, and I don’t remember all parts of it.”
