If it's a TikTok challenge to set fire to stores, then I'd arrest both the challengers and the arsonists and let them find a way to pay for the damage.

The media keeps calling things like this a “TikTok challenge”. Just because a small number of people do something, that doesn’t give grounds to call it a challenge. As someone within the target audience of TikTok and a regular user, I can assure you that this is not a challenge.
