Panchayat Raj was introduced for the first time in India, way back in 1985, through legislation by the then Janata Party under the leadership of Shri Ramakrishna Hegde in Karnataka state. They were the leaders who revolted against emergency and dynastic rule in India.

After it's success, the same was adopted by various states before it was enacted by the Govt of India and it became pan India law.

If ur consider reservation based on cast and categorywise concious reservation for wommens in India
OBC have more then 1900 Sub-cast into India ...
Even today also Enequitable sub- cast reservation taken by OBC total of 27
According to rohini commission report ....
Only 10 cast getting 25% major jobs and recruitment of OBC subcategories ....
More than 1900 subcast are getting less then 3% benifits of jobs and recruitment during last five years
...
Rohini commission report said and specificlly tells the real ground implications and difficulty of the OBC subcategorization and it's real growth and ground

RG is right in many cases but not this time. Reservation only for poor not by caste. And after certain point only by Merit.
