The green pillar is just spinning in place, the grey piece he is holding has a bearing on the inside so that spins instead of it.

Others said it but one additional point. Yes, the length is fixed and the illusion is caused by the spiraling green filaments. Importantly, in his breakdown the grey piece was rotating AROUND the stick because he was holding the filament. When it's together, the grey piece is fixed and the filament must rotate.

there's advanced versions of this where there's two rotating pieces, one inside the other, and turning in different directions. and because they turn in opposite directions and the spiral patterns cross over, your brain can only percieve them as moving up or down.

This broke my brain for a few minutes. Like, I already figured the way it worked was because the green thing is spinning... _but_ the thing is that the way that green thing is shaped seemingly unevenly, it makes it feel like spinning couldn't be the reason for the illusion. Just goes to show that the execution really is key.
