A number is divisible by 3 if the sum of digits is a multiple of 3.
In other words, a number is divisible by 3, if sum of all its digits is divisible by 3.

I honestly think the rule works like that because 9 is the 1st multiple of 3 that ends in 1 or 9 but in this case 9. Usually the divisibility rules of numbers that end in 9 are the sum of the last digit multiplied by the rest of the number and the rest of the number but since 9 doesn't have a 10s digit you don't have to do anything
