Get gulpfile to watch itself with a gulp task wrapped in laravel-elixir task

Get gulpfile to watch other files and rebuild asset files while at the same time watching itself and restarting gulp processes when code inside the gulpfile changes.

Really useful during setup of a new project when libraries are being added and removed to get that perfect blend.
