I think that the discussion in the safety formulation isn't quite right. He construes the first premise as stating that circumstances could have been such that one's method is unreliable, then points out that this need not mean that such a method is actually unreliable. However, internally to the believer, if she does not think she individually has a superior method, then she is committed to the claim that her method *is* unreliable, as she holds that it fails in most circumstances.
