This is so unintuitive. Why can I not just click on something that says "Create new heading format" --> Name heading format, then I program how I want each level to look. Make level 1 look like this. Make level 2 (first subheading) look like this. Make level 3 (second subheading) look like this. Etc. The people who design this stuff are actually sick in the head. They're not like normal humans.
