Yes, man man need to help animals because they can’t tell us because they can’t talk the way we do human being. I love my dog and I love all the older dogs all the cats. I think we need to make it law that every pet capable to be micro-chipped, must be, under threat of punitive action by law authorities, then animal dumping, which is what it is, can be properly addressed. After all, the owners could take them to a shelter and give them up without causing unnecessary suffering. In this case, what would have happened if the chained dog had not been seen, and the other one rescued on her own, leaving the chained one, it would probably have died of starvation.
