Hogan, lawmakers react to grade changing report on city schools

State lawmakers are now weighing in on the Inspector General's report that found widespread grade changes in Baltimore City Schools. Gov. Larry Hogan himself called for an outside investigation. Hogan addressed the issue at a news conference Thursday, and some state lawmakers want to turn control of city schools over to the state.
