Swelling is not decreasing, been really 8 weeks .i approached doctor and scans everything it’s fine . So do you think I can start exercises?

It’s been 1 month and I can walk fine no pain, only when I run I feel a small pinch so I stopped running. it does get a little swollen when I wear tight socks or shoes. Never went to check it out since I live in a different country. But I think it was either a grade 2-3 ankle sprain. I guess it healed by it’s own but that’s the only issue I have. Should this exercises be effective for me to speed up recovery ?

Do u do this while it’s still swollen or wait after the swelling goes down?
