Works for Photoshop 2022 v 23.3 (U2B patch) after deletion of:
- cai-helper
- adobe installers, adobe sync, adobe CC folders (located at programs->utilities)
- MMXCore & FastCore plugins
- all plugins inside «Filters» folder

Run Photoshop without internet connection, wait for several minutes. Turn on your internet and do whatever you want to. Thanks to the author.
