I think she refused to say "I love you" because, since she was destroying the Mirror of Twilight, that would be their final encounter, and admitting to loving Link would only make that goodbye way harder, so she held her feelings back for both their sakes... Midna, come back😢

Frankly, I think that Midna is easily the best sidekick in any Zelda game. Shes cute, sassy as hell and actually feels like she has a character arc. Out of all the characters who deserve a comeback, she is one of them.

I don’t think Ilia was a factor. Midna chose not to say anything because she knew that she and Link belonged to different worlds and if she acknowledged her feelings then one of them might have to choose between their responsibilities and love.

A detail I love is in they hyrule warriors game Midna manifests her magic primarily in the form of wolfs that resemble links wolf form, and its clearly established this is Midna after the events of Twilight princess
