You are getting CPU bottlenecked & before someone asks, no, cpu doesn't need to be at 100% for it to bottleneck gpu. Lower single-thread performance can also hamper gpu performance. Idk if you are running in dual-channel ram too since if no, then that too can add on to cpu bottleneck.

I am saying this because I am getting much better fps with my 1650 with an i5 10400 combo(in some games).

I don't know why, but I play Horizon Zero Dawn with 80fps and some drops to 60 on high, I even set it to ultra and it stayed at 60, on my 1650. I'm not complaining, and in relation to fsr or the game's upscaling, I use the nis of the card geforce experience, and I use overlay filters to improve the image, and I only use it because it was getting too hot, because I was holding it (at 1080p)

Onto my computers I have both these cards on here my other two I have high end and up playing with these two cards cuz they're still Gray so I can hold 5 TB of games on all the computers there's always one ready these are great cards still I'm sick of people ragging on they work great

the gtx 1650 has improved a lot with the updates and this is clear in tests..
in larger tests and larger channels the gtx 1650 is much better than the gtx 1050ti and this test makes it look the same

i have same spects and i get 20 fps more than the video (recording) using the 1650

1650 gives more fps, but no matter how many tests I watched, 1050ti keeps the fps more stable, although lower, there are no jerks
