400% heat pump efficiencies are in highly controlled lab conditions, realistically I think 200% is about right. I also think financially IR is cheaper but it depends on several home factors and materials and climate.
The thing about IR is that I can experiment for very little money and see if it is viable in situations like bathrooms where my outlay is low. Can you really run your room temps lower? Let's find out.
I'm not sold on the complexity of HP systems, on my hot water I think tankless is actually working out cheaper for us. I did the math it would take over 28 years for the HP water heater to catch up to the tankless. Someone will be on a second HP water heater and my tankless will still be going, worst case I'll have to change out an element or two for not much cost.

those i.r. units work great, for a small room, like a bathroom, but that is about their limit I have experienced.

If I was building a new house I'd spec shallow underfloor with rapid heatup meaning no loss to the structure and losses when not there and a heat pump with assistance of mini splits with a cop of 4 which are ideal for Irish weathers average outside temperature of 12 degrees that's only a 10 degree differential where air heat pumps are super efficienct supplemented by infra red panels for living and bedroom spaces
I think air not being stirred by convection in bedroom and living room is healthiest option.
On a old house oil/gas conventional radiators supplemented by mini splits and infrared that's what I'm currently doing

Love the idea. But no one can tell me the cost of what we call here in AU, Split-system Reverse Cycle Air-conditioning that are essentially heat pumps??? I have spoken to a local representative of a UK coy, who was basically a rude fool. But can you help? I am looking for comparative costings. No gas. AU that is the 3rd or first largest LNG exporter, it is too expensive to use gas for

You're not comparing like with like. An infrared system is similar to an air-to-air split, not an air-to-water central heating heat pump. Our 3.5kW mini-split uses 800W (a COP of >4) when in the process of raising the temperature of the room and only runs intermittently once the temperature has been achieved. Installation cost was £2000.
Infrared looks good and is cheap to install but the COP can only reach unity under ideal conditions i.e. a window must not be in view of the radiator. It definitely has a place but start with a mini-split.

Another point - if you use that 20, 000 for insulation, better windows, etc. you're improving your EPC and therefore the value of your home if you sell it.

No where near €30k for air source heat pump! No where near for a 200m2 new build.
