If equilibrium of both sides are not equal, how could we make a correction?

I don't understand, I think the numbers taken for the example should be reversed, because it has no sense thinking that the bigger mass, paired with the bigger distance (or lever), could be equilibrated with a smaller and nearer mass. I'm no expert, that's why I'm looking at this, but with those numbers I simply don't understand.
