To be honest, I'd describe them as Cyborgs . . . an Android is a machine made to look like a Person whereas a Cyborg is a living being changed to perform like a machine.

You could argue that "too much" about them has been changed for them to be called Human but I'd still argue against that as I wouldn't describe them as "Machines made out of Human" either. In other words, if they still think as Humans then they are still Humans, even if they think a bit differently after their "upgrades".
I think the actual issue is the wording of wish because although we know what Krillin is asking for, Shenron cannot adapt someone's request into what they are actually asking for. In this case the more accurate would be "I wish for 17 and 18's bodies to be reverted back to just before they became Cyborgs".
To be honest, I think the more interesting request would be "Bring 16 back to life" as the original person he was before his change probably died when his brain was replaced so you'd get a different person back.
