From an artist: Instead of the blobs in the center of the lips, I would recommend a line down the middle of the bottom lip and draw a horseshoe at the bottom of the top lip to create that bubble effect. And the outer corners, make it more subtle and small but flip up like the cat eye. Might not give you the satisfying peel, but it'll work.

Pro show singer here. Back in the day, we literally called this "clown mouth" - over-emphasized corners with lifted top lip, etc. Used plain lip pencils, though - no lipbstains. Looks amazing from the distance and in photos. And absolutely horrifying up close :) A lot of these "new trends" are just old theater makeup and drag techniques.
