Hate to be that person, but the first doll with the accordion actually represents England. It is a reference to the 'Pearly Kings and Queens' of London, a part of cockney culture.

With all due respect to the ride and parade that Disney himself created, instead of Tahiti or North Pole (unspecified) he could have put in dolls for China, India, or perhaps England.
