If the former Madam Secretary or certain members of her staff still have security clearances, it doesn't necessarily follow that they are regularly briefed. There are also levels of clearance. However, it does mean current staff who are allies are able to communicate with them. It also means that as a regular matter of transition they are free to answer queries and advice to their newer counterparts if you can believe it. Could be old staff have been "so busy, " don't you know, "we just haven't gotten around to it."

Nobody should be able to keep security clearance after they leave the job. Once out of the job, clearance should be revoked. A retired cop doesn't keep his badge.
