Both in the "Jump straight to the point" start date of 1939.

I have to say i play no historical so the first two i have to repeat many times cause i was at war with axis and allies at the same time for dumb things and the chinese one probably due my lack of skill cause was one of the first i get.
30 minutes of Hel nowadays it's pretty easy to get, tedious but not difficult.

these are not the hardest. there is however a global list on steam of which achievements have been gotten the least though its slightly biased where achievements from newer dlcs naturally have less people get them

Never tried it but isn't battlecry kinda easy? For example the Guangxi clique has as much industry as the main china for most of the chinese-japanese war and is mostof the time free from disengaging the front line if they want to
