Answer to question:
Whenever we initialize a connection with the server, if the target port is filtered then we will get an ICMP unreachable packet/flag or message from the target port..
PS:correct me if iam wrong somewhere. :)

wait, the network gateway will send an ICMP message to let me know of a shorter route? isnt it related to OSP or BGP?
