To me, truly being underrated is when the fans don't always acknowledge or remember how great you are often. That's why I've always felt guys like cesaro, William regal, Shelton Benjamin, Christian and such aren't underrated. They will be some of the most underutilized performers of all time though and I'm happy that people take time to acknowledge their great careers.

He's right he hasn't been underrated for a long time because the fans noticed how awesome he is a long long time ago and have spent years voicing their opinion and hoping someone well Vince would pay attention to us and give him a chance at the top but it never happened so I'd say he was under appreciated and overlooked but definitely not underrated

Cesaro never needed a title or title shot just more opportunities against the considered "elite" at the top.
Not every wrestler needs something around their waist to show how good they are, cesaro was an example of that.

While lacking creatively, WWE has had a very talented roster for a while now. Cesaro didn’t go to the top in WWE for the same reason Benoit wasn’t a top 3 guy in 2000.

Don't want to sound mean but I was never into Cesaro, I still hate Seth lost at mania 37. So maybe he could have been used more or better but I think he was never the one for me. Just my opinion.
