Dang, this fits the story told about the Big Bill Hell's parody ad. That it was created from a Baltimore ad agency and done at WBFF a local new station. Sounds like the same voiceover actor, its clearly the same music, and a visually similar layout to the ad itself.

This had to be the inspiration. From "Great News, Baltimore" to "F*** You, Baltimore", the music is the same, I think even one of the voiceover guys is the same guy.

As someone who lived in Maryland during the early 90's, I can tell you Big Bill Hell's was a parody of a very real thing. It is not even this specific commercial, these sorts of ads for car dealerships were the style at the time. That was kind of "the joke" of the parody.

Yeah, what Big Bill Hell is is simply the staff having fun with the equipment and assets they received to create the real commercial. That's the kind of cable station I work at. You'd be surprised the sheer number of "Big Bill Hell"s you've never heard of or seen in your life that still make the bicycle tape rounds to this day. The best part? The commissioner gets a better product because the staff creating it is having fun with their jobs.

For the curious, Heritage Autos is still around, and still in that spot on Reisterstown Road. They've since become part of a larger dealership chain, and even Owings Mills mall itself is gone (when part of the appeal of the location originally was being right there next to a big mall) but Big Bill Normal's is still chuggin' along.

Big Bill Hell's is allegedly a Christmas party parody video for a Maryland Ad Firm, so the people who made this may very well be the original crowd that made Big Bill Hell's. Honestly be grateful that VHS survived into the age of the internet.

Here in brazil, we had a comedian that recorded an ad for a local lottery and did pretty much the same thing, recording a profanity-filled version afterwards.
