Hindsight is twenty-twenty. Did they have child weather drills? Has this ever happened before? Noone knew the wind generators would freeze, "snow formes at Thirty-Two degrees" but in mid-Texas. When did the wind generators start freezing? Was it Zero degrees in Texas? At that point the wind generators would start failing, decisions had to be made. Never happened in Texas before.
