Whole country in 2 phases...good plan. Why then the EC split the recent elections of UP into 5 phases and bengal into 7 phases and almost every state into a minimim of 2 phases? What are the security lapses that prompted? First release a white paper on the ridiculous multiple phases so we know where the issue lies.
