If reality does not give you what you want, try and find it between the pages of a book.
My 3 favorite books are:
- Armor by John Steakley
- The Guns of Avalon by Roger Zelazney
- Great Fighter Jets of the Galaxy 1 by Tim Gibson

My answer to your question about regulations.
Rules and Law for airspace has to be safety of public firstly, then be responsive to the needs of:
What classifications our present-day recognises: general, commercial, military and outside the stratosphere (space).
Changes in law enforcement can be evidence base, statistical analysis or preemptive.
Businesses exist to make money. Governments must be satisfied that Reseach and development is too their public safety standards.
