I think you'll find when the cost of Chernoybl clean up started going beyond $15 billion rubles, these projects and any like it were shelved, obviously due to lack of funding.

That is not the Caspian monster it is smaller and the Caspian monster was supposedly scrapped

Yes built by the old Soviet Union they came up with a lot of useless crap. It was the Soviet Union's version of the spruce goose, flying coffin.

It's not supposed to fly like an aircraft, just to skim the surface... It's pronounced ek ran o plan. It was supposed to be a trooper carrier.
It has nothing to do with the spuce goose because it's nemesis was the hike in oil costs of the 70's
