ESTA: How long before I travel should I apply?

I recently applied for ESTA but got denied. Although I can apply for a visa, I am under no way going back to be present at US embassy or consulate for in person interview. I will reapply for the ESTA If God wants this time to be approved

Me and my dad applied for an ESTA.
My ESTA is approved, but my dads isn't. It's almost been 96 hours ago and it's still showing 'Authorization Pending'. Is this normal?
