hyper threaded cpus mostly won't and shouldn't be at around 100% .
for a r5 2600 + rx 580, 100%gpu and around 50%cpu isn't bottleneck at all, but surely you can use a better gpu

I have a ryzen 5 and a 1660 ti on a bottleneck calculator it's 30% and my parts are a year old and I want to upgrade them but I can only upgrade one at a time what one do I upgrade first on the website it says to upgrade CPU but I checked ryzen 7 and 1660 ti and that's a 97% bottle neck what do I do? My pc is bottlenecking, but I dont understand which one needs upgrading.... TEST: Cpu Utilization:30% - GPU Util:48% - RAM util:80%. My Ram has 32% Bottleneck. Does that mean I need bigger CPU? Or do I need more RAM or better RAM ???
