With 'Complete Communities,' Faulconer Pushes One Final Affordable Housing Plan

San Diego Mayor Kevin Faulconer wants one last major policy win before he leaves office next month. "Complete Communities" is a set of reforms to the city's development rules around housing and transportation. It's set for a City Council vote on Monday.
