It's actually Anna Williams because of the Janice Winters ad, the Williams name, the orange background and the red hill.

Let me explain:
Janice Winters -> Orange background -> Red hill -> Williams name -> 4th DLC Winter -> Anna Williams

So yeah, it's pretty obvious that Anna Williams is next

Orange lettering = Michelle Chang. If you look at OG character selection, Michelle’s background is orange, more notably in T2. Also, after T8 came out, Harada asked the fans about Michelle (and Julia) design but i was more curious about why he was asking for her and not just Julia. And she’s the only OG not in this game on the 30th year anniversary. That’s my theory.

If you view the color as Crimson rather than orange, then the city stage already told us who the next character would be. Crimson is a hue between red and orange. The Crimson Cendrillon is returning for Winter.

if it's a guest character, Goro Majima practically makes a lot of sense considering that he's getting a game on february next year. it'll be smart marketing that works for both IPs

I doubt it but i wonder if its clive from ff16 my only reason for thinking this is the orange and clive uses fire and i remember harada had dinner with yoshi p and sakurai a month or two ago and posted it on twitter so i could see clive as a guest dlc even if i would rather have cloud or tifa though the hamster part kinda ruins my thought though so idk 🤷

Closest guest character we could get will be Geese's Son, Rock Howard due to SNK relationship or Chun-Li from Capcom since both Terry and Mai is in SF6 already. If it's a returning character it's either Akuma, Eliza or Kazumi next to Heihachi whether we like it or not and it makes sense from a story tied Season 1 DLC characters.
