Maybe because Kazumi is the only one who is "only" powered by the Devil Gene. The Mishima blood might influence the appearance of Kazuya's form, just like the Kazama blood influences Jin's form.

I like the idea that all devil look different kazumi has flame wings, kazuya has bat wings and jin has feather wings etc. like their form change to mirror their personality.

I'd assume that devil gene mutates the host differently. Possibly due to how much control or influence it has

I hope Jin will get a new Devil form like Kazuya did in 7. I know it’s heading into dragon Ball territory but man, those devil designs are dope.

Probably cuz Kazumi is a full blooded Hachijo clan member and that's similar to how a Pure bred Oni looks like in the Tekken 7 universe (this is specific to Tekken 7 since previous tekken have different lore and canon).

While Kazuya is only half Oni causing him to look more human or more devil.

Jin is not even half Oni but mostly human with Kazama blood (related to angelic powers) so he's more Angel/Human than Oni/Devil

I believe that the Devil form appearance represents the soul of the individual and physical manifestations of their relationship with the Devil Gene. Kazuya is pure evil at this point in time, and even in Tekken 1 and 2 he was a bad person. He is corrupted by the life he was given and accepted. His form is his lust for power, his evil doings, and his soul true nature. Jin however is different. Jin isn't necessarily "evil" but conflicted between who he really is and the Devil Gene. He's made horrible mistakes in his non consistent mind with constantly tempted by the Devil Gene and his form reflects that fight. His form has markings and chains around the body. We can say its because of Tekken 4 ending, but as we see its symbolic in Tekken 8. In terms of Jins wings and horns it's simply that dark feathered wings are seen as less sinister than scale wings. Jin Devil Form is really pure evil like Kazuya which is why it isn't as scary as his. Kazumi is different from all of them completely. She isn't evil, she's peaceful powerful woman who tried to help Heihachi defy his fate of destroying the world with the love she had for him. When she saw it failed, she planned to stop him for the sake of the world. She comes from a clan that has immense power yet wisdom to use it and fully immerse the power without losing her sanity. She knew Kazuya wouldn't learn the proper techniques if she died and would become the pure evil Devil form we see now and that's why she wanted Akuma to kill him. Her form is pale skin with fire for wings and overall different appearance. It's not completely devilish, but more Devine being than Devil. Almost like an Angelic figure. Her wings could be the physical represent inner strength and sacred power as it does in Japanese culture. Tigers goes for this as well as Devine being as Tigers represent peace, order, and many cultures. So for her to not only be around a spirit Tiger but command it shows she was Devine and her form is clear from corruption while Jin is struggling and Kazuya has fully become it. Also keep in mind that the CHARACTERS and the rest of the world calls it the Devil Gene. "Devil" itself says "I am what you REFER to as Devil". Reason for the name could be due to Kazuya forn being the 1st for 99% of everyone, 1% being Heihachi who saw Kazumis. There is no true explanation of what the name of the Hachijo power is and its extent

Possibly matter of personality and genetics. Jin is less demonic and also despises his devil form that's why he has angelic wings(probably has something to do with Angel). Kazuya embraces his powers and has given to darkness, that's why he looks like a demon. Kazumi is a pacifist and pure blooded hachijo, so she gets an Oni form, and she hates her devil form and doesn't want to use it(not to mention that game developers tend to make female characters attractive and kazumi is one of beautiful women in tekken so🤷🏻‍♂️).

I think Jin Devil form is different because of Jun’s blood if I’m not mistaken in the earlier Tekken games Jin was supposed to be so kind of Angel and Jin has dark Angel wings that’s just my take on it

The chains are a reference to jins tekken 4 ending where hes chained up, then has to fight kazuya followed by heihachi, who he turns devil form on and flys away. Thats why in most games devil jins default costume is jins classic outfit, but with chains and demonic versions of his gauntlets.
Also they lean more into it in the later games, but while in devil form, jins skin is a noticeably paler (even more so in later games) and he has black lips.

devil kazumi = Hachijo blood + devil gene
devil kazuya = Mishima blood + devil gene
Devil jin = Kazama blood + Devil gene
all devil forms look different because all the users are different, azazel included.

It's cool that they all got their own looks
If they had to make one form they all looked like it would be hard to pick since each of them has something really cool to it

I think it’s different because of personality of Jin, Kazuya, and Kazumi. Also the fact that Kazumi is female I believe she’s definitely different from them

You forgot the second form devil Jin has where he becomes more beast like and it resembles devil kazuya more

Lol funny thing you mentioned about Jin’s devil form, that was always my head canon. I’m assuming we can apply that same logic to Kasumi here, since she’s full blooded Hachijo that would be the reason why she has that white appearance.

Kazumi is female and a pure blood Hachijou that´s why she looks different.
Jin has angel wings and black tattoos because he has a half of the devil spirit and half of Kazama blood
Kazuya looks like a proper devil because he is a direct descendant of a pure blood Hachijou plus his has unlocked all the potential of the Devil gene unlike Jin that can barely control it.
Plus both Kazumi and Jin face tattoos are based on Kabuki theatre make up play. Red meaning anger and passion and black meaning fear.
