Honestly, I think giving gym leader mons TM moves and egg moves before the post-game is fine. I'm not saying that Scyther should have Close Combat as a coverage move at Gym 3, but at least give it Trailblaze or Vacuum Wave so that it could deal with Rock types. For example, Raihan's Pokemon have TM moves (such as Gigalith knowing Body Press and Flygon knowing Steel Wing).

To add a bit more challenge to the 8th Gym Heracross. Put it pre-burned so Guts is already activated turn 1. So the it could hold some other items instead like the Expert Belt or something...

Why would you have an Oran Berry in the 5th Gym instead of Sitris?

IDK what you mean, sure you could challenge the Gyms in SV out of order but it doesn't benefit you at all to do so. Like the level caps are set and don't change at all. So your level 6 Fuecoco isn't gonna be able to beat Grusha.
