India says the United Nations Security Council has been reduced to an impaired organ after China stonewalled reforms. Why is Beijing afraid of expanding UNSC membership and giving India a permanent seat?

23 Small countries have been occupied and/or troubled by China. The other 4 permanent members were unable to check and block the China's aggression. The other 4 permanent members neither any ability to save the small countries nor any ability to take actions against China. Hence UNSC became inactive in nature and became null and void. No meaning to be a member of UNSC and all countries including other 4 members must resign and nullify UNSC.
