Rahul congress got secret leaked out info about BJP agenda for OBC and women bills so pleading for OBC and Women. Who is stopping Rahul from nominating OBC or Women for MLA or MP congress party in coming elections or in past elections. IAS officers were recruited by Congress government and now promoted as secretaries on seniority basis, a promotion policy of Congress. Panchayat Raj was introduced for the first time in India, way back in 1985, through legislation by the then Janata Party under the leadership of Shri Ramakrishna Hegde in Karnataka state. They were the leaders who revolted against emergency and dynastic rule in India.
