Actually, we can reach end without going into the nether in 2 specific cases:

1- You found a full ender portal

2- You trade eyes of ender with cleric villagers in older versions of the game

1.steve took the elytras at the end
2.He was just explaining how he discovered the nether, it doesn't mean he already had the elytras.
3.The End won't be in the movie, but it was never said that he didn't go to The End
4.Piglins are invading the overworld to steal the Orb of Dominance
