I do research on this in my lab at school! We study crude oil/water emulsions and the effects of surfactants on interfacial tension and therefore emulsion stability. We have a special emulsifier to mix the water solution and crude oil and its kinda fun to do, then we wait to test stability after it sits for 24 hours in the oven. The way normal emulsions are made is by adding surfactants which decrease the interfacial tension between the water and oil, so the droplets of oil can stay suspended without trying to seperate out. We can measure stability by measuring the amount of electricity that can run through the emulsion and also by measuring the average droplet size of emulsions using microscopy.

Fun fact: Milk is also a mixture of oil, water and solid protein. It's also an emulsion. An emulsion is a type of colloid. Colloids often have more than one state of matter. Jello is a colloid that is both solid and liquid. Hairspray is a colloid called Aerosol which means it's liquid and gas.

If you wanna get technical, milk is already an emulsion of fat/oil and water. As when milk comes from the farms, all the cream/fat is separated, and the appropriate amount (2%, 1%, etc.) is put back in when homogenized, i.e. the fat is put through microscopic valves under extremely high pressure that mix it with the water again so your milk doesn't get chunky. That's the entire point of homogenization on milk to begin with.
