SCOTUS overturns Chevron doctrine

This guy is a Chicken Little, the removal of such abuse of power which doesn't exist in the Constitution..Now they will have to prove their stance in Court to pass regulations that are designed to control.

So am I wrong, my understanding is the courts get to regulate, where experts will be brought into the courtroom to clarify laws that congress will make to protect the land, air, water, instead of agencies creating rules and regulations.
