Beneficiary signature is required in registered will or it depends on the testator, secondly signature of witnesses are required mandatory in all pages, please clarify

Can one of legal heir, sell their share in ancestral home, only on the basis of registered will of father after death.
Why NOC was not required, of second legal heir, during the sale process of property or during registration /sale deed/no where.
(in absence of second legal heir)
