Rewatching this fight, I've come to the conclusion that Ultra Instinct just uses the user's power more efficiently but doesn't really "power" them up compared to the Super Saiyan transformation. You can see this because Jiren matched Goku's power and even surpassed it but Goku's movement had just gotten more precise and more efficient, able to concentrate what power he has with pin point accuracy.
Which means, the stronger the user is naturally the more Ultra Instinct shines.

The tables are turned around from their first fight way back in Episode 109. Jiren had been toying with and bullying Goku way too long enough. Now MUI Goku is given Jiren a taste of his own medicine and bullying him back. Jiren didn’t get to land a punch on Goku until he unleashed his limit breaker form.
