This FBI shitshow is typical. When I was an analyst in Army intelligence, we routinely had other agencies attempt to launder illicit, bad, or outright fabricated intel through our office. Their favorite game was to have a cutout tip us off, so we'd send out an exploitation team to collect what was essentially planted materials, run it through our protocols and then return it to them, or forward it to some other agency, as legitimately collected intel. So, it would be no surprise for FBI to pay some stooge to deliver materials to a 3rd party, to give back to FBI, so they could act on it.
