Gauge on the pump is probably inaccurate; The first pump barely moves the needle above 0, whereas the second pump takes it almost up to 1bar. If the first pump actually made 0.5bar, then the wastegate probably should be opening/open at that point. (Not knowing what pressure your spring is, so I'm guessing.)
