Raenhyra’s was supposed to be Queen and her first born son was supposed to change his name to Targaryan from Velaryon.

A Queen not a consort, there is important difference. Her children are not bastards fits because her own husband legitimized them with knowing that he was not the father, the King (who has the right to legitimize bastards, tell that to king Aegon the IV who legitimized all his bastards before dying) made their claim valid. Third Raenhyra’s again was to be a regnant queen so if it really came to that she could have recognized her own bastards (makes sense with a men but a woman not so much) as true heirs. And again the most important, the one to succeed her was to abandon his Velaryon name and takes hers. So did it really matter who was the father if he inherits trough his mother?
One could have brought this argument to the one who inherits the Velaryon name and Driftmark but his father by name recognized him plus he is to marry Daemons daughter the one who has Velaryon blood (but at this point she is more Targaryan to be fair in therms of genetics) would have aported the Velaryon blood to their kid who in the end would have had both the Velaryon name and Velaryon/Targaryan blood.

So in the end it only comes to looks and Raenhyra’s being a woman, if she was a men no one would have questioned do the children belong to a mistress or the queen “who cares they have the kings blood” would have been the answer and end of discussion there.

But I must say, Raenhyra’s should have looked for a blond sperm donor or asked her uncle a favor. Maybe she like her father really beloved that people will not dispute their claim because she was to be a queen who already legitimized her sons. 🤷🏼‍♀️

She did it to show Westeros that Aegon has more claim to the throne because he married his sister like Targaryens have always done and to make sure he has true heirs unlike Rhaenyras first 3 sons that are all bastards.
