Will council tax premiums help locals get on the housing ladder?

England and Scotland are looking at the system of putting extra charges on second home owners already in place in Wales to try to cut down on the number of holiday lets.

Council tax for second homes in Wales increased hugely in April to see if housing can be freed up for local people.

Second homes should be banned full stop. Only allowed if the owners stay in it around half a year or rent it out for a reasonable price when they're not staying there.
